Business license to sell?

I have been told that you have to have a business license to sell water.  The catch to that is, the casinos rule the Strip.  When the water vendors go to get a business license, they are told there is no such thing.  There is no law written in the books that is illegal to sell water.

Metro wastes our tax money dealing with putting people in jail for six to twelve hours.  I am not sure about how much money they are taking from the budget for our police force, but to me that sounds like enough money to at least finish what they have started here in town. I know many people who visit this town and wonders the  same thing. Call it greed?

The casinos do not own the sidewalks, that is a fact.  The reason why they complain about it, is because, they are taking profit away from their "water sales." Who in their right mind, are willing to buy a very small bottled water with their name on it, for two to five dollars?

In this town you must have all types of cards in order to get a job, such as the following; TAM, Health, Sheriffs Gaming and non-gaming, Security cards etc.... Which cost money.  Tell me how on earth is one to achieve any of those without any source of income?  Better yet, or even to pay their bills?

Unemployment/Honest Work!

With the unemployment rate at it's all time high, I do believe that selling water to the tourist on Las Vegas Boulevard, should not be a crime.  I have talked to many tourists who think the same thing.  They are very happy  to see a water vendor, Why? Because they are walking around, exploring our beautiful Strip, or maybe even trying to find a place, hot thirsty and confused!  The water vendors also serve people the information of where is, or what would be an ideal thing to do here?

Water vendors work their butts off!  Gathering water and ice, standing directly in the heat, Becoming creative with sales pitches.  Running from Metro!  I would run to if i had no other source of income, This town was built by the people who gamble and lose more money than intended.  They are making one dollar at a time. This to me is a seasonal job.
