I fully understand the law, in the city and state of Las Vegas, Nevada, against operating a business without a permit to sell water, on Las Vegas Blvd.
I must wonder? Why can't individuals who perspire beads of sweat from head to toe, be allowed to earn one dollar at a time? Honestly, is it really against the law to sell distilled bottled water, to a tourist who might be hot as hell walking around? It's a possibility, that the individual could be dehydrating before ones eyes. In search of his/her casino/hotel. After all we are in the valley of the dessert!
Have the lawmakers figured out that people have to be creative in order to create jobs? Even if it is seasonal. Selling water to the tourists are in reality creating revenue for the casinos that surrounds water vendors. This might be the real reason vendors, become repeated offenders. because there are no jobs to be found!
